PAUL G. HEGLAND obtained his undergraduate degree in 1968 in the field of International Relations from the University of Minnesota and his J.D. from the University of Minnesota Law School in 1971. He served with the U. S. Customs Service for more than 25 years before entering the private practice of law in January 2000. In private practice, he worked on a wide variety of U.S. and other-country trade issues, including preferential and other rules of origin; antidumping and safeguard; drawback, temporary importation under bond (TIB) and other duty avoidance or deferral provisions; tariff classification issues; penalty issues; and applicability of Customs’ post “9/11” programs such as the Customs-Trade Partnership Against Terrorism (C-TPAT).

In his career with U.S. Customs, he served as Technical Reviewer and Senior Attorney Advisor in the General [Tariff] Classification Branch of the Office of Regulations and Rulings (OR&R) from 1997 to 2000, as Senior Attorney Advisor in the Entry Procedures, Drawback, and Duty Deferral Branch of OR&R from 1990 to 1997, and in various other offices in OR&R from 1971 to 1990, where he was responsible for the development, implementation and evaluation of national legal programs and policies and for the issuance of rulings regarding the importation of merchandise into the United States. He was the principal legal representative during the negotiation (under “interest-based bargaining” procedures) of the revision of the drawback regulations after the amendment of the drawback laws under the Customs Modernization Act and drafted the regulations negotiated in that procedure. He was responsible for Customs’ comprehensive position statement on accounting methods applicable for drawback and for other customs purposes and served on a special task force with senior attorneys of Customs’ Office of the Chief Counsel analyzing Customs’ regulatory process. He has testified on behalf of Customs before Committees of the U.S. Senate and House of Representatives.

He is a member of the District of Columbia and Minnesota Bars, and the District of Columbia Bar Association. He is admitted to practice before the U.S. Court of International Trade and various other courts.
