LOUIS S. MASTRIANI received his B.A. from Marquette University and his J.D. from Whittier College. He served as legal counsel to a USITC Commissioner before becoming an investigative attorney in the Office of Legal Services. During his four years in that office, he litigated numerous Section 337 investigations involving patent, non-patent and antitrust issues. Mr. Mastriani was involved in all procedural and substantive aspects of those investigations. As a USITC investigative attorney, he also assisted in revising and drafting the Commission's Rules of Practice and Procedure with respect to Section 337 investigations.

Mr. Mastriani joined the firm in 1981. In addition to litigating Section 337 investigations and disputes in federal district court, Mr. Mastriani has handled a number of antidumping and countervailing duty cases and has argued cases before the Court of International Trade and the Court of Appeals for the Federal Circuit. He has been appointed by the U.S. Trade Representative to serve on the binational panels convened pursuant to the North American Free Trade Agreement to provide review of antidumping and countervailing duty decisions. He has also represented and counseled domestic and foreign clients on export control and related issues.

He counsels and assists clients in domestic and worldwide licensing and enforcement programs for intellectual property rights, with an emphasis on high technology patent portfolios. Mr. Mastriani has lectured extensively and published articles on international trade issues and intellectual property protection.
